Any person 21 years of age or older may apply in writing to the Clerk of Circuit Court in the county in which the person resides, or if the person is a member of the United States Armed Forces, the county or city in which the person is domiciled, for a permit to carry a concealed handgun. The contest is open to all students in grades 1st - 12th in home, private, and public schools within Prince William County, Manassas, and Manassas Park. The 31st Judicial Circuit Court has general trial court jurisdiction, including acting as an appellate court for the General District and Juvenile and Domestic Relations Courts, and is a separate and distinct branch of government. The Circuit Court decides the most serious cases, presiding over criminal, civil, concealed handgun permits, miscellaneous, and other cases. The 31st Judicial Circuit currently has seven full-time judges.
